Fabregas' contract at Stamford Bridge expires at the end of the season and the 31-year-old was in tears as he applauded all sides of the ground after being substituted during Saturday's 2-0 win over Nottingham Forest.
That appeared to be the World Cup winner's farewell to west London, with Monaco having made their move to take the Spaniard to France - where he would reunite with ex-Arsenal teammate Thierry Henry.
The Ligue 1 side have offered a two-year deal to the midfielder, who has found himself down the pecking order under the Italian this term.
"In my opinion, he needs to go," said Sarri, speaking ahead of Tuesday's Carabao Cup semi-final first leg with Tottenham at Wembley.
"You know very well the situation. You know very well in this club there is a rule: the renewal of players over 30 is usually one year.
"He has an offer for two years. I don't want a very important player, as Cesc, unhappy."
Eden Hazard and David Luiz have both suggested after the match that Fabregas' Forest showing was his Blues finale.
But Sarri refused to confirm or deny reports that Fabregas met with Monaco chiefs in France on Sunday, insisting the player had a "free day".
Chelsea are still in negotiations with Monaco over a transfer fee; the Blues want in excess of £10million, but Monaco want to pay far less.
If Fabregas does depart, then Sarri insists he will need to be replaced.
"If Cesc will go, of course we need a replacement," Sarri added. "Now, with the midfielders we are in trouble, I think.
"Without Cesc we have only five, so we are in trouble. We need a replacement."
